2.基本要求
2.1 机械抗力及稳定性(Mechanical Resistance and Stability)
建筑物的设计、建造需使作用在其上的载荷在建筑物建造及使用过程中不能导致以下危险：
a. 建筑物整体或部分倒塌；
b. 超出允许范围的重大变形；
c. 由于承载建筑物的重大变形损坏其它部件、配件或配置设备；
d. 由于与预期原因不同的事件造成的损坏。

2.2防火安全(Safety in Case of Fire)
在有火灾发生时：
a. 建筑物承载能力在特定时间段内有效；
b. 烟火在建筑物内的产生及扩散应受限；
c. 火灾向其它建筑物的蔓延应受限；
d. 居住者可逃离建筑物或以其它方式可被救援；
e. 考虑救援人员的安全。
 
2.3卫生、健康及环境 (Hygiene, Health & Environment)
在建造、使用周期内及拆除中，建筑物不因以下原因对工人、居住者、邻居、环境、气候造成威胁。
a. 有毒气体的释放；
b. 有毒物质、挥发性有机化合物、温室气体、危险颗粒的排放(室内/室外)；
c. 有毒放射物排放；
d. 危险物质释放于地下水、海水、地表水或地面土壤；
e. 危险物质释放于应用水或对应用水有负面影响的物质；
f. 废水排放、烟道气排放、固液废弃物处理故障；
g. 建筑物部分潮湿或建筑物内表面潮湿。
 
2.4安全使用及易接近性 (Safety and Accessibility in Use)
在使用或操作中不可接受的风险、事故或损坏：
a. 滑到slipping
b. 坠落falling
c. 碰撞collision
d. 烧伤burns
e. 触电electrocution
f. 爆炸及盗窃造成的伤害injury from explosion and burglaries
另外，应考虑残疾人对建筑物的接近及使用。

2.5噪音防护 (Protection Against Noise)
居住者或附近的人员能感觉到的噪音应保持在适当的水平以：
a. 不至于威胁到人员的健康；
b. 不影响睡眠、休息；
c. 使人员在符合要求的条件下工作。
 
2.6能源经济及保暖性 (Energy Economy and Heat Retention)
a. 考虑到居住者及气候条件，建筑物取暖、制冷、照明及通风设备应使用尽可能低的能量；
b. 在建造及拆除中应尽可能节能。
 
2.7自然资源的可持续利用 (Sustainable Use of Natural Resources)
建筑物的设计、建造及拆除应保证自然资源的可持续性，尤其应保证：
a. 建筑物及其材料、部件在拆除后的再使用或再循环能力；
b. 建筑物耐久性；
c. 在建筑物中使用与环境兼容的原材料及二次材料。
